I have had a conference this Saturday afternoon with the Crow Solicitor and we have been very carefully through the section: the amendments on the annexed sheets represent the result. Briefly the trouble arises from the distribution of "junks" into classes in the section, but without any definition, and from the existence in the Ordinance of a definition of "junk" already. The classification has been left to the regulations; and in order to avoid confusion between "junk" when used as referring to what are commonly known as junks, and the different classes of vessels which are not known as junks, but which are brought into the classification of "junks" in the old sub-s (2), we have called them all "vessels" for the purpose of this section only. It was difficult to find any other word, but by this limitation no trouble will arise, except in regard to sub-s. (27) which has been specially dealt with. The definition of"vessel" in the section includes the definition of "junk" in the Ordinance, and this enables the term "junk" to be used in the sub-section where it is intended to refer to junks only as usually understood.
When approved I will introduce all the amendments in the new General Revision Ordinance. This is essential as the secti- -on cannot be printed as it stands and afterwards amended by the new Ordinance, for it is so involved as not to be quite intelli- -gible in parts, and a new Ordinance would take a long time to get approved at Home.
Certain alterations will also have to be made in the Tables, but these can be done when the principle above indicat- -ed has been accepted.
